I suppose there is no doubt that the H.K. Govt. would

agree to the withdrawal of the Petition apart from

the question of costs ? If so, I think we had better

cut our losses and pay 5.0. and R.'s charges.

Mr. Charles Onmanney called on Mr. Tennyson yester-

day to find out if he could consent to the with-

drawal of the Petition. Mr. Tennyson consulted

me and, with his concurrence, I agreed to this

course. It seemed a mistake to throw good money

after bad on the chance of getting our costs,

especially when there was a risk of the Petition

being proceeded with.

We need not say anything to Gov. until we

hear that the Petition has been withdrawn. And

we need not authorize C.A. till S. 0. and R.

send in their actual Bill.
